 Narrative:

 On 3/5/2010 at approximately 0930 hours Coos County Sheriff’s Deputies and Detectives from the South Coast Interagency Narcotics Team responded to 87661 Johnson Creek Lane, Bandon, Oregon. Officers had obtained a search warrant to search a marijuana growing operation.

 While at the location Detectives located and recovered 34 mature marijuana plants. Nobody was home at the time of contact. The case will be referred to the District Attorney’s Office.

Date: 2/25/10     

 SCINT Case Number:      S2010-2221,  SC10-21                                                   

 Crime(s):     PCS, MCS Marijuana

Narrative:

 On 2/25/2010 at approximately 1130 hours Coos County Sheriff’s Office and Detectives from the South Coast Interagency Narcotics Team responded to 56500 Riverton Road, Coquille, Oregon. Officers had received a tip that a subject was moving growing marijuana from a building.  

 While at the location Detectives obtained a search warrant to search the location for an illegal marijuana growing operation. Located and recovered at the location were 18 marijuana plants and marijuana cultivation paraphernalia.

 Officers arrested William Greene 30 YOA of Bakersfield, CA for conspiracy to possess and manufacture of marijuana. Mr. Greene was lodged at the Coos County jail his bail is listed at $30,000.00

SCINT Case Number: S2010-560, SC10-11

Crime(s): PCS, MCS Meth, “Meth Lab” Recovered stolen Property, 3 Search Warrants
Narrative:
On 1/15/2010 at approximately 1030 hours Coos County Sheriff’s Deputies, Oregon State Police and Detectives from the South Coast Interagency Narcotics Team responded to 93623 Driftwood Inn Lane, Hauser, Oregon. Detectives had obtained a signed search warrant to search the location for stolen property. This was follow up in conjunction with four search warrants the week prior.

Located and recovered at the location was stolen property from the Hauser area to include Sand rail parts that were stripped off of a Sand rail stored at a nearby vacation rental. While at the location Detectives discovered disassembled components and chemicals used to manufacture methamphetamine. An additional telephonic search warrant was obtained by Detectives to search further. The chemicals were later seized and removed by a Drug Enforcement Administration (DEA) subcontractor.

At approximately 1644 hours Coos County Sheriff’s Deputies, and Detectives from the South Coast Interagency Narcotics Team responded to 68940 Ridge Road, North Bend, Oregon. Detectives had obtained a signed search warrant to search the location for stolen property.

A stolen handgun and a small amount of crystal methamphetamine were seized . This recovery stemmed from information and tips obtained during the previous week.

Additional arrests are anticipated in the case to include three additional suspects that will be referred to the District Attorney’s Office for Grand Jury indictments from the two locations on various Methamphetamine and Theft related charges. SCINT Case Number: SC10-003, SC10-05

Crime(s): PCS Meth, Recovered stolen Property, 5 Search Warrants

Narrative:

On 1/8/2010 at approximately 1500 hours Officers from the Coos County Sheriff’s Department, Oregon State Police, Parole and Probation and the South Coast Interagency Narcotics Team executed four search warrants for stolen property. These warrants stemmed from investigative tips regarding a number of residential burglaries in the Hauser area of North Bend, Oregon.

Location #1: Officers responded to 93573 Ranch Lane, North Bend, Oregon. Officers located stolen property from two previous residential burglaries. Officers also located at the residence methamphetamine use paraphernalia and a small amount of packaged marijuana. Officers arrested Bradley V. Mullanix, 33 YOA of North Bend, for PCS Meth and Theft I by receiving and Cathryn E. Feskanich 47 YOA of North Bend, for PCS Meth and Theft I by receiving. Officers arrested Ryan Milburn, 28 YOA for frequenting a place where a controlled substance is used and Theft I by receiving and an additional count of Aggravated Theft I by receiving.

Location #2: Officers responded to 69262 Wildwood Road, Space 1A, North Bend, Oregon. Officers located a small amount of packaged methamphetamine and drug paraphernalia.

Location #3: Officers responded to 93811 Sunny Hill Lane, Coos Bay, Oregon. Officers located stolen property from two previous residential burglaries at this location.

Location #4: 680 F Street, Storage Unit #30, Coos Bay, Oregon. Officers located stolen property from three previous residential burglaries and a stolen ATV.

On 1/9/2010 at approximately 1000 hours Detectives from the South Coast Interagency Narcotics Team located and recovered approximately $40,000.00 in rare US collector coins that had been dumped in the vicinity of Wildwood Drive and Hwy 101. This recovery stemmed from information learned during the day’s previous investigation.

On 1/12/2010 at approximately 0930 hours Coos County Sheriff’s Deputies, Coos Bay Police Detectives and Detectives from the South Coast Interagency Narcotics Team responded to 140 North 5th Lakeside, Oregon. Detectives had obtained a signed search warrant to search the location for stolen coins. Located and recovered in the residence was approximately $2,000.00 in rare US collector coins and Three stolen firearms from the Coos Bay area. This recovery stemmed from information and tips obtained during the previous week.

Additional arrests are anticipated in the case to include four suspects that will be referred to the District Attorney’s Office for Grand Jury indictments on Theft related charges.

Narrative:

On 12/4/2009 at approximately 1330 hours SCINT Detectives executed a Buy Bust operation for three quarters of a pound of marijuana in the Coos Bay area. As a result SCINT and DINT Detectives arrested Joseph Ray Russell 26 YOA of Coos Bay. Detectives seized three quarters of a pound of marijuana with an estimated street value of $2,400.00, Cocaine use paraphernalia with residue, $800.00 in US Currency and a 2001 Dodge 4x4 pickup. 

Detectives followed up with a search warrant to search a residence located at 558 Fir Ave., Coos Bay. At the residence Detectives seized an additional 1 pound of marijuana with an estimated street value of $3,200.00, Cocaine use paraphernalia with residue and Marijuana growing equipment.  Children Protective Services were notified due to two minor children under the age of 5 living in the residence.

SCINT Case Number:      SC09-176                                                             

 Crime(s):     MCS,DCS,PCS Meth, Forgery I, Identity Theft, Possession of a Forged Instrument

 Narrative:

On 12/3/2009 at approximately 1830 hours Detectives from the South Coast Interagency Narcotics Team responded to 1109 South First Street “Terrace Motel” Room #17 as a result of an anonymous tip regarding narcotics activity.

 Detectives had determined that a subject identified as Martin Flores-Bejar 48 YOA of Mexico was in room 17. Upon initial contact Martin Flores-Bejar presented a fake Mexican voters registration card in a false name with his photograph on it. Detectives had a photograph of Martin Flores-Bejar from ICE Officials.

 A Det. Sgt. from the Coos County Sheriff’s Office who had previous contact with Martin Flores-Bejar in connection to the 2006 Homicide of Harvey Davis came to the location and positively identified the person as Martin Flores-Bejar. Mr. Flores-Bejar had been identified as a witness in the investigation in 2006.

 Consent to search was obtained from Martin Flores-Bejar with the assistance of an interpreter from the Oregon State Police. Pursuant to the consent search scales with meth residue, packaging material with residue, additional packaging material and $760.00 in US Currency was located. Martin Flores-Bejar was arrested without incident and transported to the Coos County Jail on the above listed charges.

SCINT Case Number: SC09-173

Crime(s): PCS MCS,DCS Marijuana, MCS,DCS,PCS Methamphetamine, Felon in Possession of a firearm

Narrative:

On 11/20/2009 at approximately 1000 hours, Detectives from the South Coast Interagency Narcotics Team executed a search warrant at 1573 Lakeshore Drive, Coos Bay, Oregon.

Seized at the location was methamphetamine packaged for sale, seven marijuana plants, 17 firearms, drug records and drug paraphernalia. While at the search location Detectives discovered multiple blasting caps with additional unidentified explosives in a closed container. Oregon State Police Bomb Disposal personnel responded from Medford, Oregon and removed the items for disposal without incident.

Arrested at the location was Gloria J. McCleary 48 YOA of Coos Bay. Ms. McCleary was transported to the Coos County Jail and held on the drug charges and Felon in possession of a firearm charge.

Date: 11/13/09

SCINT Case Number: SC09-170

Crime(s): PCS MCS,DCS Marijuana

Narrative:

On 11/13/2009 at approximately 1615 hours, a Coos Bay Police Officer observed Dave McGraw enter a residence at 93677 Newport Lane. The Officer knew McGraw to have multiple warrants, one a felony and contacted the residence. While contacting the persons inside, McGraw exited the residence through a bathroom window and fled east on Coos River Hwy. A consent search of the dwelling led to the discovery of an illegal marijuana grow. A Coos Bay K-9 Officer deployed from the location and began to track McGraw, eventually locating him on railroad tracks across the highway from Bunkerhill school. McGraw was taken into custody without incident.

SCINT Detectives were notified of the grow and responded to the location. Bradley Krajewski and Rollin Block were contacted and after an investigation, were referred to the Coos County D.A. on charges of possession, manufacture and delivery of marijuana. 25 marijuana plants were sized, as well as a small amount of dried marijuana and smoking paraphernalia.

SCINT Case Number: SC09-146

Narrative:

On 10/08/2009 at approximately 1130 hours SCINT Detectives responded to 2470 ½ 34th street in Coos Bay, Oregon. This was at a request from Adult Parole and Probation. During the contact Detectives obtained and executed a telephonic search warrant for an RV on the property for methamphetamine.

Contacted at the RV was Kery K. Huff 46 YOA of Coos Bay. Located in the RV pursuant to the warrant was crystal methamphetamine packaged for sale, scales, US currency, tally sheets and drug paraphernalia.

Mr. Huff was arrested without incident and transported to the Coos County Jail and lodged. Mr. Huff was charged with a Parole Violation and Manufacture, Delivery and Possession of a controlled substance methamphetamine. Mr. Huff’s bail was listed at $125,000.00

 Authorities Arrest two remaining shooting suspects

 

 

Crime(s):     Kidnapping I two counts, Assault II with a firearm,  Unlawful use of a firearm, menacing, coercion with a firearm, recklessly endangering another person

Narrative:   On 9/1/2009, SCINT Detectives and local authorities arrested Bryan K. Morgan and Marsha N. Powell. These arrests stemmed from a kidnapping and shooting that occurred in Coos County, Oregon. At the time of their arrests two additional suspects remained at large, unidentified to authorities.   

 On 9/16/2009 after further investigation over the last two weeks SCINT Detectives and local authorities arrested the two remaining suspects. They are identified as Phillip C. Wells 26 YOA of Coos Bay and Jonathan L. Baron 20 YOA of Coos Bay. Mr. Wells and Mr. Baron were arrested on a combination of the above listed charges and transported to the Coos County Jail.   Bail was listed for Mr. Wells at $1.1 million, Mr. Baron’s bail was also listed at $1.1 million.

 Mr. Wells was arrested pursuant to a motor vehicle stop at 1st and Johnson in Coos Bay. Mr. Baron was arrested 40 minutes later in a vehicle stop near the intersection of Dakota and South West Blvd. Both were taken into custody without incident. The day prior Grand Jury Indictments had been obtained by investigation.

 Officers responded to 208 Park Ave. #2, Coos Bay after the traffic stops. Officers executed a search warrant at this location associated with Mr. Wells. Officers seized a firearm manual, approximately 3 grams of Hashish and drug related paraphernalia. A two year old child was taken into protective custody by DHS Child Welfare Workers.

Agencies involved in the investigation included the Coos Bay Police Department, North Bend Police Department, Oregon State Police and Coos County Adult Parole and Probation.

SCINT Case Number: SC09-135

Authorities Arrest two shooting suspects


Crime(s): Assault I, Assault III, Kidnapping I, Robbery I, Menacing, Theft III, Unlawful use of a firearm, Pointing a firearm at another, MCS,DCS, PCS Marijuana Schedule I
 

Narrative: On 8/25/2009 authorities were alerted regarding a shooting of an individual that occurred in the vicinity of West Beaver Hill, Mile Post 6, Coos County, Oregon. The investigation revealed that Wilson Rex Davis 34 YOA of Coos Bay had been was shot in the foot and forced to strip naked. The suspects then abandoned the victim on an old logging landing off of West Beaver Hill. Investigators learned that four subjects had been involved in forcibly removing Mr. Wilson from his place of work. The investigation revealed that the shooting stemmed from the theft of an illegal marijuana grow on a private timber company property in Coos County.

On 8/27/2009 SCINT received information and located the illegal grow operation on a private timber company property and removed 12 marijuana plants that had been partially harvested.

On 9/1/2009, after a week long investigation SCINT Detectives obtained search warrants and responded to 2321 Oak Street in North Bend, Oregon. Simultaneously two suspects in the case were stopped in an automobile near the intersection of Brussels and Lewis street in North Bend, Oregon. Authorities identified the subjects in the vehicle as Bryan K. Morgan and Marsha N. Powell. Mr. Morgan and Ms. Powell were arrested on a combination of the above listed charges and transported to the Coos County Jail. Bails were listed for Mr. Morgan at $3.4 million, Ms. Powell’s bail was listed at $1.7 million.

While at 2321 Oak Street, Officers contacted the occupants of the residence. Officers seized two firearms, live marijuana, processed marijuana, US currency, drug paraphernalia, a computer and a vehicle. Children Protective Services were contacted and responded four drug endangered juveniles were identified at the residence.

Agencies involved in the investigation included the Coos County Sheriff’s Office, Coos Bay Police Department, North Bend Police Department, Oregon State Police and Coos County Adult Parole and Probation. Crime(s):     Probation Violation, PCS Meth, Violation of Restraining Order

Narrative:

On 7/30/2009 at approximately 1530 hours Officers from the South Coast Interagency Narcotics Team and Adult Parole and Probation responded to 121 Norman Street #3, Coos Bay, Oregon on an anonymous tip about drug activity.

While at the scene a subject identified as Paul J. Jackson 20 YOA of age attempted to flee from Officers by 2nd story window. Officers determined that a restraining order violation was in progress. Mr. Jackson was taken into custody without incident. Located in the residence was drug paraphernalia with methamphetamine residue.

 Officers arrested Paul J. Jackson 20 YOA of Coos Bay, on a probation violation, PCS Meth and Violation of Restraining Order. Two drug endangered minors were identified at the residence and a referral was made to child protective services. Mr. Jackson was transported to the Coos County Jail and held on the probation violation.

Narrative: 

On 7/31/2009 at approximately 0721 hours SCINT Detectives contacted the Park Host at Rooke Higgins County Park on Coos River Highway. This was in conjunction with information received from the public regarding suspected narcotics activity at the park. During the contact Detectives obtained and executed a telephonic search warrant for marijuana in the Park Host’s RV. Located in the RV was a small amount of crystal methamphetamine, marijuana and drug paraphernalia. The Park Host Ms. Terri L. O’Keefe 47 YOA of North Bend, Oregon will be referred to the Coos County District Attorney’s Office on possession of methamphetamine and marijuana charges.   

While at the location SCINT Detectives contacted and arrested after a brief foot pursuit Thomas D. Pusztai 37 YOA of Coos Bay. Mr. Pusztai was wanted on a failure to appear for the crimes of Unlawful Use of a Motor Vehicle and Felony Elude. Mr. Pusztai was also found to be in possession of methamphetamine.

METHAMPHETAMINE DISTRIBUTOR SENTENCED

Eugene, Ore. - Eudoro Martinez-Medina, 55, was sentenced on July 8, 2009, by U. S. District Court Chief Judge Ann Aiken to serve 87 months in prison for conspiring to distribute methamphetamine. When released from prison, Martinez-Medina will be on supervised release for five years.

Martinez-Medina was arrested on June 18, 2008, after a search warrant was served by agents at his residence in Coos Bay, Oregon. During the search, agents found $22,539 in U.S. currency, a half-pound of methamphetamine, 29 firearms, and scales and drug packaging materials. The sentencing followed entry of a guilty plea by defendant on April 24, 2009.

The Eugene Resident Office of the Drug Enforcement Agency (DEA) and the South Coast Interagency Narcotics Team successfully investigated the case. Assistant U.S. Attorney Jeffrey S. Sweet handled the prosecution of the case.

Narrative: 

On 6/3/2009 at approximately 1600 hours Officers from Adult Parole and Probation, Coos County Sheriff’s Department and South Coast Interagency Narcotics Team executed a telephonic search warrant. Officers had responded to 93573 Ranch Lane, North Bend, Oregon.  

Coos Bay Police responded to the scene with Drug Detection K-9 “Buddy”. “Buddy” was deployed at the location, locating a small amount of crystal methamphetamine. Officers located digital scales, packaging material and drug records.  

Officers arrested Amanda Lovell 24 YOA of North Bend, on a probation violation. Additional charges will be referred to the Coos County District Attorney’s Office.  

Recovered at the Ranch Lane address was a large air compressor reported stolen on 4/13/2009 as the result of a residential burglary in the Coos Bay area.

 Narrative:

 On 5/27/2009 at approximately 1930 hours South Coast Interagency Narcotics Team Detectives executed two crystal methamphetamine search warrants.  This investigation was a long term investigation originated from an anonymous tip over 18 months ago.

 Assisting SCINT were Officers from the Coos County Sheriff’s Department, Coos Bay Police Department, Coquille Police Department, North Bend Police Department and Parole and Probation.

 Investigators responded to two locations simultaneously. Those locations were 63728 Flanagan, Coos Bay and 96830 Highway 42, Coquille. Coos Bay Police Drug Detection K-9 “Buddy” was deployed at both locations locating Drugs and US currency.  Located at both locations in aggregate was over four ounces of crystal methamphetamine with a street value of approximately $7,200.00, digital scales, packaging material and drug records. In excess of $6,000.00 in US Currency, and a small amount of Cocaine, Marijuana and a handgun were seized as well.

 At 63728 Flanagan Street Officers arrested Florence M. Petock 33 YOA of Coos Bay and Gonzalo Romero-Rodriguez 37 YOA of Coos Bay. At this location a drug endangered minor child was located and removed from the residence. Located in the residence was crystal methamphetamine, digital scales, packaging material and drug records and US Currency.

 At 96830 Highway 42, Coquille Officers arrested Jorge Luis Soto-Morales 26 YOA of Coquille. Located in the apartment was crystal methamphetamine, US Currency, cocaine, marijuana, digital scales, packaging material and drug records.

 Mr. Romero-Rodriguez was charged with PCS Methamphetamine and Immigration Officials have been notified.  Ms. Petock was charged with MCS, DCS, PCS Methamphetamine and one count of Child Neglect in the first degree. Mr. Soto-Morales was charged with PCS Cocaine and PCS Marijuana and two counts of Forgery in the first degree, forged immigration cards were located in his possession, Immigration Officials have been notified. Mr. Soto-Morales and Mr. Romero-Rodriguez are being held without bail. Ms. Petock’s bail was listed at $20,000.00.

 Narrative:

 On 5/12/2009 at approximately 2113 hours SCINT Detectives executed a search warrant for crystal methamphetamine at 1432 Newmark #2 Pine Cove Apartments. At the location SCINT Detectives contacted and arrested Neal E. Ballard 52 YOA of North Bend, Amy G. Meyers 33 YOA of Coos Bay and Lisa L. Lindsay 43 YOA of North Bend.

Located in the residence was methamphetamine packaged for sale, consisting of approximately 48 grams of suspected methamphetamine, digital scales, packaging material, drug paraphernalia and cutting agents.  

Detectives located two stolen lap top computers that had been reported stolen earlier in the day from a rural location in Coos County. Mr. Ballard was charged with PCS Methamphetamine and two counts of Theft I by receiving, Ms. Meyers was charged with MCS,DCS,PCS Methamphetamine and two counts of Theft I by receiving, Ms. Lindsay was charged with MCS,DCS,PCS Methamphetamine and two counts of Theft I by receiving. SCINT was assisted by the Coos County Parole and Probation Department, the Coos County Sheriff’s Department, Coos Bay Police and the North Bend Police Department.

Narrative:  

On 5/8/09 at approximately 1600 hours, Interagency Narcotics Enforcement Team Officials (INET) and the Drug Enforcement Administration (DEA) took into custody Stephen Dodd 61 YOA of North Bend, Oregon. This was the result of a crystal methamphetamine distribution investigation in Springfield, Oregon. INET investigators found Mr. Dodd to be in possession of over a ¼ pound of crystal methamphetamine packaged for sale, with an estimated street value in excess of $7,000.00 at a Springfield, Oregon motel.  

Two subsequent search warrants were obtained and executed in Coos County. INET, DEA and SCINT Detectives responded to the search warrant locations. The locations were identified as 70852 Stage Road, North Bend and 2089 Monroe, North Bend, Oregon. Officers seized in excess of $3,500.00 in US currency, scales, packaging materials, seven firearms and other evidence consistent with the distribution of illegal controlled substances. 

Mr. Dodd was elected in 2007 by Coos County voters to hold the post of position 4, of the Hauser Rural Fire District. Mr. Dodd’s term ends in 2011. 

Mr. Dodd was cited and released from the Lane County Jail. Reports generated in the case will be referred to the Assistant United States Attorney, Eugene, Oregon, Department of Public Safety Standards and Training, Lane and Coos County District Attorney’s Office.

Possession of a controlled substance Methamphetamine, Manufacture of a controlled substance Methamphetamine (SCINT Search Warrant).

On 3/18/09 at approximately 2100 hours Officers from the South Coast Interagency Narcotics Team, Oregon State Police and the Coos Bay Police Department conducted a Search Warrant at 245 South Schoneman Apt G7 in Coos Bay, Oregon.

Officers had received multiple tips in the last two months regarding narcotics activity from the apartment.   Pursuant to the execution of a search warrant investigators located a ¼ ounce of crystal methamphetamine packaged for sale, a small amount of marijuana, suspected Hashish, package material, a quantity of suspected prescription controlled substances, and drug related paraphernalia. 

SCINT arrested David Simones 23 YOA of Coos Bay, Oregon for PCS, MCS Methamphetamine. SCINT will be referring three additional adults that live at the residence to the Coos County District Attorney’s Office for Possession of a Controlled Substance Schedule II and other potential drug related charges.

 Search Warrant/Possession of a restricted weapon (short barreled rifle)                      

 On 3/16/09 at approximately 1100 hours Officers from the South Coast Interagency Narcotics Team, Department of Justice and the Douglas County Interagency Narcotics Team executed a Search Warrant for stolen property. Officers responded to 1251 North Ten Mile Lake, Lakeside Oregon.

 Seized at the location was a sawed off shot gun that was located in the residence; a large  amount of property to include cabinets and electrical light sets and construction materials taken illegally over the last 24 months from an adjacent property formally known as “Camp Easter Seal”, located at 1190 North Ten Mile Lake, Lakeside, Oregon.

 The property itself has been forfeited to the United States Government stemming from a 196 page criminal indictment of twelve people from various locations in the nation. The indictment charged the group of being involved in a continuing criminal enterprise (Drug Trafficking and Money Laundering). In 2006 Officers from Federal, State and local authorities executed a Federal Search warrant at the property, “Camp Easter Seal”, located at 1190 North Ten Mile Lake, Lakeside, Oregon.

 The owner of the property of 1251 North Ten Mile Lake will be referred to the Coos County District Attorney’s Office for charges of possessing the stolen property and the sawed off shot gun.

    S200809496 SC08-246 Search Warrant, Conspiracy to Possess, Manufacture and Deliver a controlled substance Methamphetamine within 1000 feet of a School, Possession of an Explosive Device, Possession of a Forged Instrument I Degree (Counterfeit Money) Frequenting and Keeping a place where a controlled substance is used.

    On November 4, 2008, at about 3:15 p.m., Douglas County Sheriff’s patrol deputies stopped a blue 2004 Ford F250 pickup traveling eastbound on Highway 42, near the Coos County line. The Douglas County Sheriff’s Office drug dog, Reggie, alerted to the vehicle which was then searched. Three plastic bags containing approximately 23 grams of methamphetamine were located next to the center console of the vehicle. Two loaded rifles were also located in the vehicle. Underneath the back seat there was a set of digital scales with meth residue.

    The driver of the vehicle was Ronald W. Henderson, 48 YOA of Myrtle Point, OR. He was arrested for Unlawful Delivery of Meth, Unlawful Possession of Meth, and Felon in Possession of a Firearm 2 counts.

    A passenger in the vehicle was identified as Gary S. Ivie 42 YOA of Myrtle Point, OR. He was arrested for Unlawful Possession of Meth. 

    Both subjects were transported to the Douglas County Jail where they are being held. Mr. Henderson’s bail is $250,000 and Mr. Ivie’s bail is $150,000.

     In addition to the traffic stop, the South Coast Interagency Narcotics Team obtained a search warrant of Ronald W. Henderson’s residence located at 603 C Street in Myrtle Point. At the residence, Detectives located counterfeit money, drug paraphernalia, scales, packaging material, over one ounce of marijuana packaged for sale and approximately 2.5 grams of methamphetamine.  Further search of the residence Detectives located three electric blasting caps. The blasting caps were removed from the residence and turned over to the Oregon State Police Bomb Squad of Central Point, Oregon.

     Contacted at the residence was Diane Schaffer 44 YOA of Myrtle Point. Ms. Schaffer was arrested for Unlawful Delivery of Meth, Unlawful Possession of Meth, and Unlawful Manufacture of Meth within 1000 feet of a school.  Ms. Schaffer was transported to the Coos County Jail where she is being held, her bail is set at $175,000.

 These arrests are a result of a long term investigation (six months of intelligence gathering and surveillance) by SCINT with the assistance of the Douglas Interagency Narcotics Team and the Douglas County Sheriff’s Office.

               Operation Barb-Less Hook  

During the months of July and August of 2008, detectives from The South Coast Interagency Narcotics Team were aided by the Oregon State Police Methamphetamine Initiative Taskforce (A group of OSP Narcotic Detectives assembled from across the State). The purpose of this additional assistance was an inter-departmental cooperative effort to disrupt drug trafficking and sales in the Coos County area.  Over last year the South Coast Interagency Narcotics Team has been involved in a variety of narcotics investigations. Some of these investigations culminated on 9/3/08.

    During this operation tactics were employed to include saturation patrols of known high drug trafficking areas and drug detection K-9 searches. Over 15 persons were arrested prior to the take down. All were found to be in possession of drugs that have been the subject of previous press releases. These contacts occurred county wide.  Additional techniques used were the introductions of undercover detectives to known drug sources, information gathering and controlled buys of narcotics.

     As a result of this operation, on 9/3/08 Officers from the Coos County Sheriff’s Department, Oregon State Police, Drug Enforcement Administration, Adult Parole and Probation, North Bend Police Department, Coos Bay Police Department, Bandon Police Department, Reedsport Police, Myrtle Point Police and Coquille Police Department executed 3 search warrants, 8 consent searches of residences and 14 arrest warrants on grand jury indictments for multiple felony controlled substance related charges in the Coos County area.

     Seized and or purchased during this investigation was in excess of 2 ½ pounds of marijuana, 10 ounces of Cocaine, and 4 ounces of methamphetamine. Additionally over $5,000.00 in currency, 9 automobiles used in the commission of drug crimes and five firearms were seized. Identified during the investigation were potentially 7 drug endangered children, reports regarding incidents involving children will be referred to Child Protective Services.

     This operation was initiated and coordinated by the South Coast Interagency Narcotics Team Director Toby Floyd and involved hundreds of man hours. This operation is a good example pooling resources in the Law Enforcement community to help a financially challenged area combat the drug problem. Of the numerous agencies that have applied for the assistance of the Methamphetamine Initiative Taskforce only three, including the SCINT request, have been recognized as having a critical need and accepted.  These types of operations are very important in an attempt to stem the tide of illicit drugs sales in our community.  Operations like “Barb-Less Hook” would not be possible if not for the presence of a narcotics team in our area.  Regular patrol officers don’t have the time or the resources to plan and implement this type of operation. 

Due to reductions in bed space at the jail suspects were booked and released at the Coos County Jail.

 Possession and Delivery of a controlled substance Methamphetamine.

 On 8/12/08 at approximately 1700 hours Officers from the Oregon State Police and the North Bend Police Department stopped a vehicle at the intersection of Connecticut and Sherman in North Bend, Oregon. Upon investigation an Oregon State Police Drug detection canine “Quincey” located a small amount of methamphetamine, scales and packaging material concealed in the vehicle. The operator of the vehicle was identified as Nonda J. Rider 46 YOA of North Bend, Oregon. A passenger in the vehicle was identified as Jesse J. Irvin 33 YOA of North Bend. SCINT investigators responded to the location of the stop at the request of the Oregon State Police.    Mr. Irvin and Ms. Rider were arrested without incident and transported to the Coos County Jail on the above listed charges. Bail was listed at for Ms. Rider $75,000.00. Mr. Irvin is being held on a probation violation as well.

Operation “Back Gate” Federal Narcotics Search Warrant 

    On 06-18-08, at approximately 10:30 a.m., Law Enforcement Officers from the South Coast Interagency Narcotics Team (SCINT), Drug Enforcement Administration, Eugene (DEA), Immigration Customs Enforcement (ICE), Coos Bay PD, North Bend PD, Oregon State Police, Douglas County Interagency Narcotics Team (DINT), and the Coos County S.O. executed a federal narcotics search warrant at 63754 Harriet Road in the Bunker Hill area of Coos Bay.  The search warrant was the culmination of an approximate  5 year investigation by SCINT detectives, Coos Bay P.D., North Bend P.D., and Agents from the DEA into illegal narcotics activity at this location.
    At the time the warrant was executed, Eudoro Martinez-Medina (54 years old of Coos Bay) was contacted and arrested pursuant to a federal warrant for his arrest for narcotics trafficking charges. Mr. Medina was arrested without incident and transported to the Lane County Jail on Federal charges.
    During the search of the residence, Officers located and seized; Approximately ½ pound of crystal methamphetamine, scales, packaging material, over $20,000 in U.S. currency, and 28 firearms (seven of which were reported as stolen from various police agencies across the U.S.).
    This investigation is ongoing.  Additional federal indictments are anticipated.

On 6/9/08 at approximately 1700 hours Officers from the South Coast Interagency Narcotics Team, Douglas County Sheriff’s Office, and the Reedsport Police Department executed a Narcotics Search warrant. Officers responded to 560 East Railroad Ave Apt 11 in Reedsport, Oregon. Arrested at the scene was Paul W. Rohkohl 60 YOA of Reedsport. Officers were assisted by the Reedsport drug detection K9 “Zoe”. Located in the residence was methamphetamine packaged for sale, scales and methamphetamine use paraphernalia. Mr. Rohkohl was arrested without incident and transported to the Douglas County Jail on the above listed charges. Bail was listed at $75,000.00.

Press Release June 6, 2008

S20084363 SC08-117 Search Warrant, Unlawful Delivery of Methamphetamine and Unlawful Possession of Methamphetamine, Wanted subject/Parole Warrant.

On June 05, 2008 at 1110 pm, as the result of a Narcotics Investigation SCINT Detectives, Oregon State Police, Drug Enforcement Administration (DEA), Coos Bay Police Department, North Bend Police Department and Coos County Adult Parole and Probation personnel executed a search warrant at 1317 Crocker St, Coos Bay, Oregon. SCINT Detectives had obtained the search warrant for the residence at 1317 Crocker St. for Methamphetamine. While at the residence Detectives located approximately 1/8th ounce of crystal methamphetamine, drug paraphernalia, scales, packaging material, and an undisclosed amount of US currency.

During the execution of the warrant, several subjects arriving in the area were contacted by Law Enforcement. These subjects were identified and released. Officers intercepted phone calls while at the scene revealing that subjects wanted to purchase methamphetamine from the occupants of the residence.

SCINT Detectives arrested the following subjects for controlled substance (methamphetamine) related offenses:

Kathleen A. Ivie, 67 YOA was also contacted at the residence but will be referred to the Coos County District Attorney’s Office due to preexisting medical conditions for methamphetamine related charges. A male subject identified as Warren B. Brown, 41 YOA (Springfield, Oregon) was present at the time of the search of the residence, but was transported to Bay Area Hospital due to a possible drug overdose. It was alleged that Mr. Brown ingested an unknown amount of methamphetamine upon the arrival of the police. Mr. Brown had active warrants for his arrest and is wanted for a Parole Violation and Unlawful Use of a Motor Vehicle by Authorities in Lane County. As of 12:00 p.m., on 06-06-08, Brown was still under observation at the hospital.

Additional arrests are anticipated in connection with this case.

OSP/SCINT investigation

On 4/14/2008 at approximately 1:08 pm an Oregon State Police Trooper stopped a California plated 1999 Jeep Cherokee within the city limits of Reedsport Oregon for speeding. Upon investigation it was determined that the vehicle was operated by an unlicensed driver. Consent to search the vehicle was obtained at the scene. A Reedsport narcotic detection canine “Zoe” and handler responded to the scene. A subsequent search within the vehicle revealed that 12 individual packaged ounces of crystal methamphetamine were located concealed within the vehicle with an estimated street value of approximately $19,000.00.

Two Mexican nationals were arrested at the stop. The operator Fernando Sanchez-Esceverre 22 YOA of Mexico and a passenger identified as Juan Garcia-Sanchez 33 YOA of Mexico. Both subjects were believed to be in the possession of forged identifications. Both were arrested on various State methamphetamine related charges and transported to the Douglas County Jail without incident.

On 4/16/08 SCINT investigators executed a search warrant on the vehicle. The vehicle was partially disassembled by investigators and additional documents were seized. SCINT is following up trying to determine where the drugs were being delivered. Additional immigration charges have been filed by (ICE) Immigrations Customs Enforcement. The case is being referred to the Assistant United States Attorney in Eugene, Oregon to be prosecuted at a Federal level due to the amount of narcotics located by investigators.

OSP was assisted by SCINT, Reedsport PD and the Douglas County Sheriff’s Office.

On 02-05-08, at approximately 1430 hours Detectives from SCINT assisted Coos County Parole and Probations with the consent search of a residence located 555 South Empire Blvd. (Kelly’s R.V. Park) space #17 in Coos Bay.  During the search of the residence, Officers located and seized residue amounts of methamphetamine, a large quantity of packaging material, approximately ½ pound of cutting agent used for cutting methamphetamine, several sets of electronic scales, and various methamphetamine use paraphernalia items.  Two subjects were arrested at the scene and transported to the Coos County Jail for Probation Violation, PCS DCS MCS Methamphetamine. Press Release October 5, 2007

On October 3rd at approximately 1415 hours,  S.C.I.N.T detectives, The Coos County Sheriff’s Office, Adult Community Corrections, and the Coos Bay Police arrived at 63088 Cicada in the Englewood area of Coos Bay in response to a tip obtained by a Parole and Probation Officer that there was a stolen Honda outboard boat motor at this location. The Honda outboard motor had been stolen along with an aluminum 18 foot Fishrite boat and a galvanized Calkins single axle boat trailer from West Coast Contractors earlier this summer, and the engine was valued at approximately $11,400.00.

 Upon the Officers arrival, Malio Bradley Favalora (47 yoa of Coos Bay), was contacted by his Probation Officer.  Per his P.O.’s request, Favalora consented to a search of his residence for the stolen boat motor.  During the search of Favalora’s residence Officers initially located a loaded assault style rifle behind a wall panel.  As Officer searched further the stolen outboard motor was found secreted behind a false wall in one of the bedrooms of the residence.   Additional stolen items were located and seized as well.  The additional stolen property was from several theft cases reported around Coos County during the summer. 

 Officers also located and seized small amounts of marijuana, methamphetamine and drug paraphernalia.

 It had been determined by investigators some time after the aluminum boat had been stolen that it had been cut up and sold for scrap during the summer. The boat itself was valued at $8,000.00. Investigators are urging the public if they have any information on the whereabouts of the boat trailer to contact the Coos County Sheriff's Department.

 Mr. Favalora was arrested for Probation Violation, Felon in Possession of a Firearm, PCS methamphetamine, and possession of stolen property.   Favalora was lodged at the Coos County Jail.

SCINT Operation “Corn Row” 

On 9/21/2007 the South Coast Interagency Narcotics Team completed a marijuana eradication investigation dubbed Operation “Corn Row”. The two month investigation came to an end as approximately 50 heavily armed Officers moved in to private timber lands in the eastern portion of Coos County near the Douglas County line. Twenty of the Officers were from the Oregon State Police Special Weapons and Tactics squad. The twenty moved quietly through the darkness and at daylight moved into the encampment of a suspected Hispanic Drug Trafficking Organization. The additional Officers provided an outer perimeter in the rugged mountainous area. 

Two Mexican nationals were arrested shortly after fleeing they are identified as Ramiro Ballesteros-Elorza 31 YOA of Mexico and Jose Santana 22 YOA of Mexico. Coos Bay Police’s K-9 Vico caught one of the subjects that had concealed himself in the rugged drainage. One unidentified Hispanic male subject evaded capture in the rugged terrain he was tracked for hours with the assistance of an additional Coos Bay Police K-9 Athos.

  The area was so rugged that the marijuana had to be flown out by helicopter equipped with a sling. Portions of this drainage have sixty degree slopes with little or no road access. The quantity of the marijuana was so large that Oregon National Guard Dump Trucks were used to move the marijuana to a secure location to be destroyed.  

 Seized at the location were approximately 4,000 mature marijuana plants ranging from four to eight feet in height. In excess of 30 lbs of dried marijuana bud, scales and a loaded AK-47 assault rifle were also seized. The plants and processed marijuana had an estimated street value of approximately $16,000,000.00.

 Due to the quantity of marijuana the case will be prosecuted by the U.S. Department of Justice US Attorney’s Office of Eugene, Oregon.

 SCINT was assisted by the Douglas County Interagency Narcotics Team DINT, The Oregon State Police Special Weapons and Tactics Team, Coos County Sheriff’s Department, Drug Enforcement Administration, Coos Bay Police, Bandon Police, and the Confederated Tribes Police Department. Transportation of the seized plants and assistance in eradicating the garden was provided by the Oregon National Guards Bravo Company 1-186 Infantry “Coos Bay”. The investigation is continuing with the assistance of the DEA.

I am very happy at the success of this investigation. Oregon is being hit hard this year with outdoor marijuana grows operated and maintained by Hispanic Drug Trafficking Organizations. With a reduction in Sheriff’s Deputies patrolling the outer portions of Coos County and the climate here it creates an optimum environment for operations like this to exist.

Drug Trafficking Organizations like this one make it potentially dangerous for somebody should they encounter a marijuana growing operation while in the woods.
