Standard Operating Procedures

NO. 0001

1.) Appointment of the Board of Directors

A.) There shall be five (5) positions on the Board of Directors. Position #1 shall be for a one (1) year term. Position #2 shall be for a two (2) year term. Position #3 shall be for a three (3) year term. Position #4 shall be for a four (4) year term and Position #5 shall be for a five (5) year term.

B.) A majority of 3/5 of the existing Board of Directors is required to replace a Board member with an expired term. In the case of a stalemate, the President and/or the Coos County Search and Rescue Coordinator shall act as a tiebreaker.

C.) For legal purposes, no minor (under age 18 years old) shall hold a Board position.

D.) Board appointments shall be announced yearly at the regularly scheduled election in November or whenever deemed necessary for unscheduled appointments. (See SOP #0002)

E.) Application and/or nominations for the position of Board Member may be submitted by the membership for the Board to consider at or before the nominations regularly held in October of each year.

F.) As the person holding Board Position 1’s term of office expires, the person holding Board Position #2 will move forward to take Board Position #1, Position #3 will move to Position #2, Position #4 will move to Position #3, Position #5 will move to Position #4 and Position #5 will then be filled by a new appointment for a term of Five years. This ideally places the person with the most experience in Board Position #1 (see Article IX, Sec.1), the person who will take the President’s position when absent. The Secretary shall keep track of these positions and terms of office and advise the Board of necessary appointments upon expiration of terms.

NO. 0002

1.) Filling Vacancies

A.) Board

In the event a Board position is vacated, the President and existing Board shall make recommendations and with the approval of 3/5 of the remaining Board members, make an appointment to the vacant position. This position shall be filled by that individual until the next regularly scheduled election. This individual will be known as a pro-term Board member.

B.) Officers

If an officer vacates office before his/her term is up, the President and existing Board shall make recommendations and with the approval of 3/5 of the Board members, the office shall be filled until the next regularly scheduled election. This individual shall be known as a pro-tem Officer. If the office vacated is the office of President, the Board shall meet and appoint an individual. That individual shall hold the office until the next regularly scheduled election. This individual shall be known as President pro-tem.

NO. 0003

1.) Quorum

A.) When a vote of the general membership is required, no official business shall be conducted on behalf of this organization unless a quorum of 2/3 or 66% of the active membership is present. "Active" defined as those persons not on leave or holding an honorary position and having fulfilled all membership requirements as defined by our by-laws. That is, they have been voted in as members, their dues are current and they have attended regular meetings and training as prescribed by our by-laws (Article II, Section 1, A, B; Article III, Section 3).

B.) In emergency situations when the above conditions (1.A) cannot be met in person, then a vote by active members in good standing by telephone will be accepted and considered valid. The telephone vote will be confirmed by two or more certified members present at the meeting. If this cannot be done, then a last resort will be to accept a vote of 3/5 of the Board members in lieu of the general membership vote. If 3/5 of the Board is not available, a telephone vote will be accepted as stated above.

C.) Those members on leave will not be allowed to vote unless they are present at the meeting.

NO. 0004

1.) Age of Officers

For legal purposes no minor (under age 18 years old) shall hold the officers of President, Secretary or Treasurer.

NO. 0005

1.) Membership Applications

A.) For purposes of privacy, applications submitted to Coos County Search and Rescue for membership shall be reviewed only by the Board of Directors and the Sheriff’s Office. Information on the applicant for the general membership shall be obtained by asking questions of the applicant personally or from the Board members who will take care not to invade the applicant’s privacy.

B.) Applicants who have been denied membership will be notified by Coos County Search and Rescue or they can request information on their denial from the denying party (whether Coos County Sheriff’s Office or CCSAR Board of Directors).

NO. 0006

1.) Filing Grievances

If there is any conflict, persons involved shall take their grievances to the Board of Directors before pursuing any other avenues. If the conflict cannot be resolved by the Board, the Coos County Search and Rescue coordinator will be contacted and act as a mediator. (According to 2/1/95 Board Meeting)

NO. 0007

1.) Patches/Emblems

A.) Only certified members in good standing shall receive Oregon State Sheriff Association (OSSA) patches. The first OSSA shall be free (covered by payment of annual dues).

B.) The vinyl stick-on emblem shall be $1.00 or an amount equal to or greater than replacement cost.

C.) The first CCSAR emblem eagle patch shall be provided. Each additional CCSAR embroidered eagle patch shall be at a cost equal to or greater than replacement cost to be determined by the Board of Directors.

D.) Only the aforementioned patches should appear on a uniform unless approved by the board.

No. 0008

1.) Establishing a chain of command.

A.) Internal Affairs

The chain of command for the internal affairs of Coos County Search and Rescue shall be the following: The President and each Board member shall occupy the same level in the hierarchy, as a system of checks and balance. The Secretary and the Treasurer shall follow and be on an equal footing. The Coos County Search and Rescue Coordinator shall be asked to act as mediator when necessary. The Coos County Sheriff will be called in as a last resort.

B.) External Affairs

The chain of command for the external affairs (all official Search and Rescue business—searches,

SO sponsored training, exercises, and activities) of Coos County Search and Rescue shall be the following: The Sheriff of Coos County shall have the final word on all matters. The County Search and Rescue Coordinator shall be next in the chain of command. The Incident Commander shall be next. The Coos County Search and Rescue structure as described in "A" above shall follow.

NO. 0009

1.) Following the chain of command.

Any person, who conducts any business on behalf of Coos County Search and Rescue, be it written, oral or any other type of business, shall first consult with the chain of command. See SOP No. 0008 for a description of the chain of command. The membership shall consult with the Board or with the President on any normal business. In most cases a phone call will be sufficient. Any business that the Board or the President cannot resolve shall follow SOP No. 0006 for guidance. Any member who does not follow this SOP will be disciplined accordingly by the Board.

NO. 0010

1.) Standard Operating Procedures (SOPs)

A.) Standard Operating Procedures shall be written up by the Board of Directors and brought to the membership for final approval. (According to 6/8/95 General Meeting)

B.) General membership participation shall be encouraged in the writing of SOPs. Members can submit ideas for and/or completed SOPs for the Board’s consideration.

C.) All Board members shall be notified of any business decisions made in their absence.

NO. 0011

1.) Coos County SAR Dunes Patrol

A.) General:

The purpose of Search and Rescue dunes safety patrols are for the safety of the visitors to the ODNRA. Members conducting these patrols shall be observant of their assigned patrol area for potential or real hazards, disabled motorists and accidents.

No member shall ride a Coos County ATV or in a County sponsored event (search, training, patrol, etc…) without first being certified by the ATVSI or similar organization.

All members must complete at least thirty minutes of communications time (900) for every one-hour of dune patrol time.

No member shall be out on patrol by him/herself. There shall always be at least two persons to a team. The most experienced person shall be the team leader. One of the team members shall be OSSA Search and Rescue certified and shall be at least 18 years old. Each team shall have at least one first aid kit.

If possible, all team members shall have a working radio and shall have it on at all times. The team shall check every thirty minutes with Base to ensure that there is no traffic pending and to give a position and ops report.

Private ATVs will not be used on normal patrols

While on patrol, members shall be in a uniform consisting of a solid orange vest.

B.) Accidents:

Upon reaching the scene of an accident, all team members shall stop, survey the scene and report to Base.

Team leaders shall, if practical, report to Base the number of persons, extent of injuries and whether an ambulance is needed. In the case of injuries, you shall perform first aid, only within the scope of your training.

All members shall assist as directed by the deputy/officer in charge. All Search and Rescue members shall observe universal precautions.

C.) Disabled Motorists:

Members shall assist disabled motorists, within their ability, if it can be done safely. Any time a team stops to render assistance, they shall notify Base of their location and the nature of the assistance being provided. Members shall not use Coos County ATVs to provide towing services, nor shall they ride more than one person to a machine. If requested by the citizen, members shall notify Base to contact family members, friends, towing services, etc. Members shall try to prevent others from being injured by this hazard by using flagging, waving off, etc.

C.)Law Enforcement:

If a possible violation of the law is observed by a member, he/she shall not take any action unless it is an immediate threat to life. Search and Rescue member shall "observe and report." If members are contacting subjects regarding safety reasons, they shall be courteous and professional at all time and limit actions to suggesting ways to correct the violation. Members are not tasked with ensuring the violation is corrected. When in doubt, members shall request the assistance of a sworn police officer.

E.) Other Applications:

This SOP shall apply to all Off Road Vehicle operations.
